What AI Champion certification is
It recognizes in-house experts who solve real administrative problems with AI. The Ministry of the Interior and Safety runs it.

A government-backed certification
The Ministry of the Interior and Safety launched it in 2025 with the National Information Society Agency (NIA). It is state recognition that someone can solve real problems in public administration with AI.

Green, Blue, and Black levels
Green (foundation) leads to Blue (intermediate) and then Black (advanced, added in 2026). Passing takes more than attending — there is a hands-on performance assessment — so what matters is studying the concepts in scope for your level and practicing for the tasks.

20,000 people by 2030
The government has set a target of certifying 20,000 AI Champions by 2030, about 2% of the entire public sector workforce. How many an agency certifies is becoming a measure of its AI transformation.
Why start now
The number of certified AI Champions is already a headline metric for public agencies.
The people who drive adoption
Every public agency now needs staff who can lead AI transformation from inside the work, not from a slide deck. Certified AI Champions become the center of gravity for that.
Agencies are competing on numbers
Gwanak-gu in Seoul became the first district to certify nine people (eight Green, one Blue), and others followed. Agencies are now setting annual targets — “at least ten certified, double last year” — and commissioning intensive training to hit them.
The assessment is hard to self-study for
Attending the course is not enough. Candidates have to pass a task-based assessment covering generative AI use and data analysis. A short intensive cycle of teaching, practice, mock exam, and feedback is what moves the pass rate.
